What is Inflow and Infiltration or I&I?

    Inflow and infiltration (I&I) happens when water from the environment that does not need to be treated by the wastewater treatment facility, enters the wastewater collection system and ends up at the wastewater treatment plant.

    Infiltration refers to groundwater entering the system, and inflow refers to stormwater entering the system.

    Inflow and infiltration can enter the system in a variety of ways such as through cracked sewer pipes, failing manholes, manhole covers, and cross connections, and is very difficult to track and remedy.

    What are the Impacts on Development?

    The City is not implementing a policy to limit development in the community.

    As we reduce I&I into the system we aim to gain back capacity and can use that to ‘buy’ space for new development projects without further overwhelming our existing system.

    The City’s 2010 Liquid Waste Management Plan (LWMP) lays out the City’s objectives around liquid waste management and identifies the projects, programs, policies and practices to be implemented over a 20-year horizon. The LWMP informed the system upgrade at the Lagoons completed in 2014. 

    Creating a LWMP is typically a multi-year process involving extensive stakeholder engagement and community consultation. The City is engaged in discussion with the Ministry of Environment (MOE) to determine how we might expediate the process by updating our existing LWMP.

    The renewal of our LWMP is important because it defines the required design for a new wastewater treatment system and is needed before we can complete the design, budget, and build of that system.
