Operational Pilot

To meet the challenges of an outdated policy, safety concerns, equipment damage, sub-optimal resource and staff allocation, and a general sense of dissatisfaction with current levels of service, the City is developing a new snow and ice management policy.

Policy Objectives:

  1. To have a standardized service response that is consistent and fair.
  2. To clarify and set community expectations.
  3. To increase staff capacity to keep up with preventative maintenance.
  4. To promote a healthy workplace environment.

An Operational Pilot was undertaken during the 2019/2020 winter season in order to compile operational details and feedback. Success of the pilot is measured by:

  1. Operational expenditures
  2. Overtime hours worked
  3. Number of snow and ice response related safety incidents
  4. Response times
  5. Trending input from the public and targeted stakeholders
  6. General demeanor of staff responsible for snow clearing
  7. Operational observations regarding improved access to critical City-owned infrastructure
