The Fernie Fire and Emergency Services Department provides an essential service, ensuring the safety and well-being of the community. The first Fernie Fire Department was established in 1904 with a contingent of 100% volunteer members. Since that time, the department has grown to include over 40 paid on call members, a full-time Fire Chief, a Deputy Chief, and eight full-time career firefighters. The current Fernie Fire & Emergency Services Department (FFESD) responds to over 400 emergency calls per year and serves over 10,000 residents in the City of Fernie and surrounding areas.

From 1979 to 2022 the Fire and Emergency Services department operated out of a temporary fire hall located at 692 3rd Ave. The building, originally designed in 1970 as an automotive service garage, was decommissioned due to significant issues with the facility structure and function and the inability of the site and structure to meet current requirements for a fire hall. The Fire Department has been temporarily relocated to operate out of the City's old Public Works office, adjacent to the Operations Facility at 1492b Railway Ave. A leased Atco trailer is onsite to house turnout gear, and the Operations Facility is utilized for fleet storage. The City of Fernie is now looking to build a new multi-generational purpose-built fire hall to serve the community for the next 50+ years, and also Fernie Fire and Emergency Services to continue providing effective response.

Project Timeline

June 2023 to January 2024 - Pre-Planning Phase Begins, Site Selection and Community Engagement

In June, the City hired a contractor, Arcadis Architects (Canada) Inc., to begin the pre-planning phase for a new Fernie Fire Hall. During this phase, the City issued a Request for Expression of Interest for any parties that had an interest in offering land for this project, sharing space, or funding opportunities with the fire hall, the Community Working Group (CWG) was formed, and there were opportunities for the community to provide input through an Open House and community survey.

The City's contractor presented their report on site selection and community engagement and on January 23, 2024, at the Regular Meeting, Council selected 1500 5th Ave. (a portion of Prentice Park) as the site for the City’s replacement Fire Hall.

January to September 2024 - Facility concept, design costing, and Final Planning Report

The City's contractor completed the conceptual design and costing phase and presented a Final Planning Report to Council on September 10, 2024. Council determined to move the project forward based on the recommendations in the report.

April 2025 - Fire Hall Preconstruction Work and Open House & Temporary Facility Tours

The City completed due diligence and preconstruction work for the Fire Hall Replacement project.

The City of Fernie and International Association of Firefighters (IAFF) Local 2827 hosted open houses to provide an update on the progress towards building a new fire hall and provided tours of the temporary facility to give a firsthand look at the current facility and operational challenges faced by the Fire and Emergency Services Team.

July to September 2025 - Project Budget and Funding Strategy

Council approved the proposed project budget and funding strategy for the new fire hall. The proposed funding strategy for this project included using a mixture of City reserves, grant funding, a contribution from the Regional District of East Kootenay (as defined in our fire service agreement for providing fire service at the ski hill,) and borrowing. Council adopted the Fire Hall Loan Authorization Bylaw at the Regular Meeting on September 9, 2025.

November 2025 - Advanced 100% Final Design Stage & Early OCP Amendments Consultation

On November 12, 2025, Council directed staff to advance the project from 70% detail design stage to 100% final design stage.

What's Next:

November to January 2026 - OCP Amendment Process * If Advanced

To allow construction of a Fire Hall on the selected site, the OCP must be amended to change the zoning of 1500-5th Ave from “Park” to “Institutional,” and to include Fernie Fire Hall as a key institutional use. A ten-day public input opportunity was opened on November 14 as part of early consultation prior to a public hearing and readings of the proposed amendments.

Spring 2026 - Break ground on construction with a fully operational Fernie Fire Hall in summer of 2027.

Seeking Input on Proposed OCP Amendments

To move ahead with building the new Fernie Fire Hall at 1500–5th Avenue (a portion of Prentice Park), the City must update the Official Community Plan (OCP). The OCP currently designates this area as “Park,” and an amendment is required to change the designation to “Institutional,” which would allow the Fire Hall to be constructed on the selected site.

    The City of Fernie is proposing amendments to the Official Community Plan (OCP) to change the designation of a portion of Prentice Park (1500–5th Ave) from “Park” to “Institutional,” and to add “Fernie Fire Hall” as a key use under “Institutional” to enable construction of the new Fernie Fire Hall on this site.

    The City of Fernie’s current Official Community Plan was adopted in 2014. While work is underway on a new, updated OCP to guide Fernie’s long-term future, any land use or zoning amendments to the existing OCP must follow legislated public notice requirements and include opportunities for consultation.

    The selected site for the new Fire Hall (a portion of 1500–5th Ave) is currently designated as “Park” in Schedule B: Land Use Designations and recognized as “Park” in Schedule D: Parks, Trails, Facilities and Open Space Network. As a result, amendments to both the OCP and Zoning Bylaw are required before construction can proceed.

    While the OCP is largely silent on fire halls, Section 4-B states that the City should “maintain and improve fire and life safety.” This direction supports the need for a modern fire hall, despite the OCP’s age and the changing standards since its adoption.

    What’s Next

    If the amendment bylaws receive first and second readings at that meeting, a Public Hearing will be held in January 2026.

    In July 2025, staff presented the detailed design and Class C cost estimate, and a supporting funding strategy. At the July 15 Special Meeting, Council approved the budget and proposed funding strategy for Fernie’s new Fire Hall and directed staff to apply for a $7 million grant through the Strategic Priorities Fund.

    Council gave 1st, 2nd, and 3rd reading to the fire hall loan authorization bylaw, authorizing up to $12 million in approval-free borrowing under new provincial legislation. The total project budget is $16 million. In addition to borrowing, the City will utilize reserves, potential grants and a contribution from the Regional District of East Kootenay to fund the critical facility replacement.

    The current project budget is developed based on a Class-C cost estimate, and contingency, and includes improvements to ball diamonds, site connectivity, and required utility and site servicing work. To be eligible for the SPF grant, the City needs to be able to show approved funding for the remainder of the project budget. With a successful grant application, the amount that the City would be required to borrow would be roughly $3.5 million. Spread over a 30-year loan this would equate to roughly $55 annually for the average household.

    At the Regular Council Meeting on August 12, 2025, Council directed Staff to prepare a report on the Fire Hall Replacement project citing the implications of relocating the Fire Hall site to 902 2nd Ave. from the previously selected site at 1500 5th Ave.

    At the Special Council Meeting, August 19, 2025, Council will receive the Fire Hall site considerations report.

    Should Council direct Staff to change course and construct a Fire Hall at 902 2nd Ave. the implications would be:

    Extending the project timeline. The project is currently scheduled to break ground in spring of 2026 with an operational facility in 2027. Directing staff to relocate the site would push project completion out to 2028.

    There is an urgent need to build a new Fire Hall in Fernie to allow Fernie Fire and Emergency Services to continue to effectively provide essential fire protection and emergency response services to the community. The current temporary facility does not meet regulatory requirements and has resulted in increased response times, negatively impacting public safety.

    In addition to delaying a purpose-built Fire Hall in Fernie, changing the site location would put the City at risk for being in continued non-compliance with regulatory requirements including BC Building Code, NFPA, and Fire Underwriters Survey, increasing the likelihood of repercussions.

    There would also be financial implications such as the potential waste of funds associated with the current site due diligence, costs for partially repeating due diligence at the new site (environmental assessment, servicing study, archaeological overview assessment, flight path consulting, and geotechnical investigation,) and the risk of rising project costs.

    Less cost-certainty may jeopardize our ability to secure available grant funding - increasing the cost to taxpayers.

    • With grant funding the estimated property tax increase would be ~2% or $55.46 annually for the average single-family household.
    • Without grant funding the estimated property tax increase would be ~6% or $162.38 annually for the average single-family household over 30 years.

    Site Selection

    1500 5th Ave. (a portion of Prentice Park) was selected by Council in January of 2024 as the location of the new Fire Hall, after a comprehensive pre-planning analysis that included extensive public engagement. Both sites, 902 2nd Ave. and 1500 5th Ave. meet the site selection criteria, including standard National Fire Prevention Association and Fire Underwriters Survey response requirements, however, 1500 5th Ave. was the recommended site by the Community Working Group, technical team, and the impacted internal business units based on several advantages:

    • Greater site flexibility
    • Opportunities for co-uses and future growth
    • No known site contamination issues
    • Shorter distance to the highway

    Utilizing the increased limits, now available to BC municipalities to borrow without voter approval through a referendum or alternate approval process, positions the City to meet the September 12 grant deadline and keep the project moving forward.

    The new fire hall will be constructed at 1500 - 5th Ave, a portion of Prentice Park. It has been designed on that site based on extensive pre-planning work and consultation and will enhance firefighter safety, emergency response, and long-term community resilience.

    The City is targeting breaking ground in 2026, with the facility expected to be operational in 2027.

    The City of Fernie has completed the conceptual design and Class C cost estimate for a new fire hall. The facility has been designed with a focus on firefighter safety, operational efficiency, and long-term community resilience, while maintaining a compact and cost-effective footprint.

    The refined design and project budget were presented to Council on July 8, alongside a proposed funding strategy. On July 15, Council will consider 1st, 2nd and 3rd reading for a fire hall loan authorization bylaw, and directing staff to pursue grant funding through the Canada Community Building Fund- Strategic Priorities Fund for the fire hall project.

    Key Features of the proposed approximately 15,800 sq ft. facility include:

    • Four drive-through apparatus bays, and dedicated training spaces.
    • Decontamination and turnout gear storage areas meeting modern standards.
    • Multi-purpose space for meetings, emergency coordination, training and community use.
    • Sustainable and resilient design that includes high-efficiency elements, and meets post-disaster classification requirements.
    • A compact, stacked building design that is adaptable to accommodate growth and changes in service delivery.
    • Durable, cost-effective materials and simplified site features.

    The total project budget is $16 million, which includes:

    • Class C construction estimate: $13.6 million to build an approximately 13,000 sq ft. needs-based fire hall that meets the current and future needs of the community.
    • Contingency (15%): $2.05 million (to manage risks such as supply chain volatility, weather delays, and unforeseen site conditions)
    • Ball diamond upgrades: $95,000 to offset the impact of losing the Servello Field at Prentice Park. Proposed improvements at Hospital Field and James White Park include shale resurfacing, fencing, and equipment
    • Gravel Access Route: $100,000 to provide site connectivity to the Pavillion and other existing amenities.
    • Utility servicing , IT infrastructure and construction insurance: $150,000 for BC Hydro and Fortis, $60,000 for IT needs, $60,000 for construction insurance.

    The proposed funding strategy for this project includes using a mixture of City reserves, grant funding, a contribution from the Regional District of East Kootenay (as defined in our fire service agreement for providing fire service at the ski hill,) and borrowing.

    A major component of the proposed strategy is applying for a $7 million grant through the Strategic Priorities Fund. Fire Halls are eligible for funding through this funding stream. However, to be eligible, all other funding sources must be confirmed before the September 12 grant deadline.

    In response, staff are recommending that Council authorize approval-free borrowing under newly updated provincial legislation. This recent change, effective June 2025, doubles the borrowing limits that municipalities can access without requiring approval from electors through a referendum or alternate approval process. For the City of Fernie, this means that Council can now authorize a long-term loan of up to approximately $23.8 million (based on current interest rates), well above the amount required for this project.

    Choosing the approval-free borrowing route allows the City to align the fire hall project timeline with the grant intake and maintain eligibility for grant funding that could significantly reduce the burden on taxpayers, and avoid the risk of delays and escalating costs associated with waiting for a referendum.

    The referendum, previously anticipated for fall 2025, was to get community approval for borrowing the required amounts to fund the construction. As this is no longer a requirement for this project borrowing, and the timing no longer supports a referendum if the City wants to remain eligible for this critical grant funding, Staff are recommending advancing this project without a referendum.

    With approval of the project budget, and funding strategy, the City is targeting breaking ground in spring 2026, and having an operational Fire Hall in serving the community in 2027.

    A Council decision on the funding strategy and advancing the supporting loan authorization bylaw is expected at the July 15, 2025 Special Council Meeting.

    In the last few months, we've been completing due diligence and preconstruction work for the new Fire Hall Replacement Project, including:

    A Geotechnical Site Investigation, including drilling and soil analysis. The results will inform geotechnical aspects for site development, foundation design, and construction.

    A Phase 1 Environmental Site Assessment was completed to identify potential or actual sources of site contamination. The results with be used to plan soil and groundwater management throughout the rest of the project.

    We have also been completing plans to bring utilities and services to the site. The proposed demand on the water system was estimated and tested using the City’s Water and Sewer Models and it has been determined that the existing water and sewer systems are sufficient to accommodate the demands of a new fire hall. The testing procedure calculated facility demands including required fire flow and sanitary loading specific to a regulation fire hall. B.C. Hydro has also been contacted to initiate a design plan to bring power to the site.

    Lastly, an Archaeology Overview Assessment was completed to identify possible archaeological sites that warrant a detailed investigation, and it was determined the site had low potential for archaeological sites; further study was not recommended.

    These site-specific assessments and analysis will be used inform future construction and development activities for the project.

    At the March 11 Regular Meeting of Council, Council approved the Staff recommendation to award the contract for New Fire Hall Preconstruction Services, in the amount of $235,660, to Chandos Construction LP.

    During the November 26, 2024, Regular Council Meeting, Council directed Staff to initiate the public procurement process for the Preconstruction Services Contract. On December 2, 2024, the City issued an Advanced Procurement Notice to the supplier community and then publicly listed the Request for Proposal (RFP) from January 6 - February 6, 2025. The RFP outlined a two-phased Progressive Design Build Contract for the design and construction of the City's new Fire Hall.

    An evaluation committee reviewed the 10 submitted proposals and ranked them based on the following criteria:

    Project Understanding and Methodology - 30%

    Firm Experience & References - 25%

    Key Team Members' Roles, Responsibilities, and Experience - 30%

    Fees - 15%

    The Committee assigned Chandos Contruction LP with the highest ranking, noting the specific expertise of the Project Managers, Design & Architecture teams, and Builder teams, as well as experience in delivering projects with a collaborative approach on budget and on time.

    Since 2023, the City of Fernie has been working with a consultant to advance the pre-planning work for an urgently needed new Fire Hall to house the City’s Fire and Emergency Services Department. On Tuesday September 10, Council received the Final Planning Report from the City’s consultant on the Fire Hall Project and determined to move the project forward based on the recommendations in the report.

    In January, an extensive engagement process and technical analysis of potential properties wrapped up with the selection of 1500 5th Ave (a portion of Prentice Park) as the site for the new Fire Hall.

    Over the past months, the project team has worked alongside our consultants to refine the scope of the project, determine the requirements of a needs-based fire hall, and ensure that the conceptual design for the new facility is as cost-effective as possible while still meeting the needs of our Fire and Emergency Services department.

    Based on urgent timelines for a new purpose-built fire hall, initial cost estimates, and a lack of available funding streams, Council provided updated direction to staff to prioritize building the Fire Hall first, while still providing space for a future co-use facility phased onto the site.


    The report includes:

    1. A conceptual design for the new Fire Hall that captures all the functional requirements of the new facility to meet legislated and operational requirements of FFESD.
    2. A phased approach that prioritizes building the urgently needed Fire Hall first, while leaving room on the site to accommodate a future self-funded co-use building.
    3. A Class-D cost estimate that provides high-level costing for the recommended needs-based Fire Hall built to the legislated post-disaster standards with all the spatial requirements for the City’s emergency response.
    4. Funding options and considerations to help offset borrowing costs and finance this critically important new facility.

    Why a New Fire Hall?

    In 2022 our old fire hall on 3rd Ave., was decommissioned due to significant structural and operational issues with the facility that made it no longer appropriate to operate as a Fire Hall.

    In summer 2023, a new project was initiated to advance a purpose-built Fire Hall for FFESD to be operational in 2026. This included a renewed approach to consider all possible City-owned locations, and an Expression of Interest to identify any privately owned properties or potential co-use partners to share the capital costs of the Fire Hall Build.

    Should the City not advance the Fire Hall project there are significant costs and implications on service delivery and emergency response. These include:

    1) Response times, safety for the community and insurance costs related to FUS ratings.

    2) Increased wear and tear on vehicles and equipment due to improper storage and access routes.

    3) Ongoing heightened risk of delays for primary responses due to rail crossings.

    4) Significant costs to bring the operations facility and temporary buildings into compliance with with building code requirements including post-disaster standards.

    5) Recruitment and retention challenges impacting the department resulting in increased overtime and loss of experienced staff.

    What next:

    As we wrap up the pre-planning stage, further action is required to continue advancing the project including:

    1) Confirming the scope of the facility. The pre-planning report provides the opportunity for Council to understand work undertaken to confirm the building program required to support the service area. The scope as developed for the needs-based firehall also then informed the cost estimate that is provided for budgeting.

    2) Determining the delivery method for refining design and construction of the project. This is the next important decision. The delivery method and where and how the design phase occurs will determine how quickly the cost estimates can be validated, if design-based savings can be achieved, and ultimately how construction is managed. Staff are currently engaged in discussions to develop a formal recommendation to Council.

    3) Determining the final funding strategy and the use of reserves, potential land disposition, and borrowing. The appraisals and analysis of properties is recommended to support this step, as is further analysis of potential options including updates to DCC or ACC bylaws, and negotiations with the Regional District.

    4) Advancing through a referendum process to initiate borrowing to fully fund the project. This process has been discussed previously, and a future report on funding will provide Council with the formal opportunity to set and advance the question on borrowing.

    On January 23rd at the Regular Council Meeting, Council selected 1500 5th Ave (a portion of Prentice Park) as the site for the City's replacement Fire Hall. This site was chosen as the preferred location as it provides a number of advantages including opportunities for co-use partnerships, adaptability for further growth, and a flexible site layout.

    Next phases of the project will include detailed site testing, facility concept design, project costing, and exploration of co-use partnerships as we work towards a new operational Fire Hall in 2026.
